GeoNode 4.0 OpenAPI collaborative creation

## Deadlines
On April 10, 2018 we will announce this repository on the developers mailing list to call for more collaborators.
On April 30, 2018 we will announce this API on the Users Mailing List and do a call for organizations interested in supporting the implementation.

## Notes
This API should be aligned with the work on STAC, WFS 3.0.
